PhD Thesis: Italy and France in the Fezzan

A PhD thesis concerning the transition in the Fezzan from colonial rule by the Italians to the immediate post-colonial administration by the French has recently been completed.

Abstract: The goal of the present research is to analyze the structural development of a brief colonial presence. Beginning from a comparative historical study, it describes the process of installation, creation, and governance of a double European colonial administration: that of fascist Italy and of France, in the Fezzan region of the southwestern Libyan desert. We show, in a longue durée perspective, how the urgency of controlling the Sahara’s extensive spaces deteremines, from the Empire’s perspective, the strategic necessity of creating a colonial macro-region to be directed solely by the military. The kernel of this thesis analyzes both the manner in which the structures of these administrations were conceived and put in place by European militaries and their real impact on the region’s social fabric. Finally, by way of conclusion we evoke elements of rupture and continuity throughout the two experiences and the consequences of colonial administrative actions in terms of independent Libya’s identity formation.

Article: Shakīb Arslān’s Libyan Dilemma

The essay “Shakīb Arslān’s Libyan Dilemma: Pro-fascism through anti-colonialism in La Nation Arabe” by Jakob Krais on the Ottoman administrator Shakīb Arslān’s writings about the Italian colonization of Libya is available online as part of the online publication Rethinking Totalitarianism and its Arab Readings. Proceedings of the Conference “European Totalitarianism in the Mirrors of Contemporary Arab Thought”, Beirut, October 6-8, 2010. Here is the introduction:

“Shakīb Arslān is considered one of the Arab world ‘s most important anti-colonial propagandists of the inter-war period. At the same time, he belongs to the few activists from the Middle East who actually tried to gain support from the fascist powers in the years preceding World War II. Apart from al-Ḥājj Amīn al-Ḥusaynī, the mufti of Jerusalem, with whom he collaborated, and the Iraqi Arab nationalist Rashīd ʿAlī al-Kaylānī, Arslān perhaps came closest to proclaiming unequivocal sympathy towards Italy and Germany. In this essay I will examine his views of Mussolini ‘s regime as expressed in the French-language journal La Nation Arabe which Arslān published in Geneva from 1930 to 1938. Italy represents a particularly interesting case insofar as it could be seen as an ally against the colonialist western powers Britain and France in the Middle East, but was itself an imperialist regime that ruled an Arab country, Libya. I will shed light on how Arslān dealt with this dilemma in his articles. Although a comprehensive account of Arslān ‘s assessment of fascism certainly would have to include other works of this prolific writer, as well as his correspondence with politicians in Europe and the Islamic world, here I shall concentrate on La Nation Arabe where he publicized his views for a larger audience, both western and Muslim. It is possible to distinguish two phases in his journalistic writings on Italy and Libya, one critical from 1930 to 1933 and one conciliatory, stretching from 1933 up to 1938.”

Article: Violence and the politics of prestige: the fascist turn in colonial Libya

A recently published article on the colonial period in Libya and the dynamics of fascist policies is the following, unfortunately behind a paywall. The abstract is below.

“In 1922–1923, Fascist Party leaders hoped to define a sharp break from previous approaches to colonial rule and imperial expansion in Italy’s Libyan territories. Mussolini’s nomination of Luigi Federzoni, a leading figure of the Italian Nationalist Association, as the Minister of Colonies at the end of 1922 signalled a new era in Italian colonial administration focused on aggressive expansion and the institution of what was known as a ‘politics of prestige’. This definition of a fascist style of colonial rule appealed to the enthusiasm for violence among blackshirt militias and early fascist supporters in the Libyan territories. This definition of a fascist style of colonial rule, however, inspired immediate reaction from both colonial officials, with stakes in maintaining a measure of continuity and stability, and from those within the nascent Fascist Party who wanted to promote an alternative model of fascism in the colonies. This article examines contests to define fascism and fascist colonial rule in the Libyan territories through the employment of voluntary militias, the competing voices of Fascist Party outposts, and various programmes for the development of a colonial culture.”

 

Book: The Origins of the Libyan Nation | اصول الدولة الليبية

Anna Baldinetti, The Origins of the Libyan Nation: Colonial Legacy, Exile and the Emergence of a New Nation-State (Routledge, 2010).

From the book’s abstract:

“Libya is a typical example of a colonial or external creation. This book addresses the emergence and construction of nation and nationalism, particularly among Libyan exiles in the Mediterranean region. It charts the rise of nationalism from the colonial era and shows how it developed through an external Libyan diaspora and the influence of Arab nationalism.

From 1911, following the Italian occupation, the first nucleus of Libyan nationalism formed through the activities of Libyan exiles. Through experiences undergone during periods of exile, new structures of loyalty and solidarity were formed. The new and emerging social groups were largely responsible for creating the associations that ultimately led to the formation of political parties at the eve of independence.

Exploring the influence of colonial rule and external factors on the creation of the state and national identity, this critical study not only provides a clear outline of how Libya was shaped through its borders and boundaries but also underlines the strong influence that Eastern Arab nationalism had on Libyan nationalism. An important contribution to history of Libya and nationalism, this work will be of interest to all scholars of African and Middle Eastern history.”

Article: Italian rural centres in colonial Libya (1934-1940)

The Built Utopia: The Italian rural centres in colonial Libya (1934-1940) | L’utopia costruita: I centri rurali di fondazione in Libia (1934-1940), ed. Vittoria Capresi, Bologna (2009).

The Built Utopia is a bilingual English-Italian ‘guide’-book to Italian colonial architecture in Libya. As the author notes in the chapter ‘A guide to travel, a search to deepen’, “this volume provides a comprehensive description and introduction to the architecture of the newly founded rural centres in Libya, created by Italian architects during the Fascist colonial occupation. The period analysed, from 1934 to 1940, includes the starting point for the construction of the rural centres, 1933-1934, which saw the establishment of the first centres for the political, religious and administrative management of the territory. The project for the last centre was designed in 1940, but it was never constructed due to the outbreak of the Second World War. Particular attention is given to two key dates, 1938 and 1939, which marked the stages of mass colonization with the transfer of rural Italian families to the coast of Libya.”

Article: Sufism and anti-colonial Resistance in Algeria and Libya

In the coming posts, we return to sharing publications on a variety of subjects which are available online. The following is from the open-access journal Open Theology.

Abstract: In this article, I examine the role of Sufism (and Sufi leaders) as they relate to anti-colonial political and military resistance movements. Sufism is often viewed as a non-violent and non-political branch of Islam. However, I argue that there are many historical examples to illustrate the presence of anti-colonialist Sufi military movements throughout the “Muslim World,” and I give particular attention to the cases of ‘Abd al-Qadir of the Qadiriyya movement and his anti-colonialist rebellion against France in Algeria in the 1800s, as well as that of Italian colonialism in Libya and the military response by the Sanussi order. Thus, while Sufism clearly has various teachings and principles that could be interpreted to promote non-violence, Sufi political movements have also developed as a response to colonialism and imperialism, and thus, one should not automatically assume a necessary separation from Sufism and notions of military resistance.

Book: Architecture and Tourism in Italian Colonial Libya

Anyone who wants to get a feel for what Libya looked like during the height of the colonial period should read Brian McLaren’s beautifully-illustrated study Architecture and Tourism in Italian Colonial Libya (Washington University Press, 2006). Though somewhat hard-to-find and a little pricey, it is absolutely worth the purchase.

To be a tourist in Libya during the period of Italian colonization was to experience a complex negotiation of cultures. Against a sturdy backdrop of indigenous culture and architecture, modern metropolitan culture brought its systems of transportation and accommodation, as well as new hierarchies of political and social control. Architecture and Tourism in Italian Colonial Libya shows how Italian authorities used the contradictory forces of tradition and modernity to both legitimize their colonial enterprise and construct a vital tourist industry. Although most tourists sought to escape the trappings of the metropole in favor of experiencing “difference,” that difference was almost always framed, contained, and even defined by Western culture.” (From the publisher’s website).

Articles: Human Geography and Colonial Libya |الجغرافية البشرية، الاستعمارية و ليبيا

We turn to the colonial period to bring to light a series of studies regarding human geography and the fascist project in Libya. The scholar David Atkinson (University of Hull, UK) describes his work as follows:

Books: Publications of the Italian-Libyan Academic Collaboration

A number of years ago, the Istituto Italiano per l’Africa e l’Oriente (المعهد الايطالي لافريقيا و الشرق) and the Libyan Studies Centre in Tripoli collaborated to publish a series entitled Fonti e Studi per la Storia della Libia (مصادر و دراسات لتاريخ ليبيا). Three volumes appeared in print:

Unfortunately the collaboration seems to have not continued, at least in published form. But all three books are very worthwhile collections for those looking for thoughtful and unique perspectives on the colonial period in Libya.
